Eventually, many of them decide to purchase their own handgun, beginning the "Which one should I get?" process. If they ask for our recommendation, we typically suggest a Glock 19 for several reasons—ease of use, low maintenance, and reliability. You can take a G19 out of the box, buy a holster and a few magazines, and be ready for almost every handgun class ITTS offers. Most students eventually add a weapon-mounted light and possibly a red dot sight, but these personalizations mainly involve gear selection. The light attaches to the front of the frame, and the dot goes on the back of the slide. There’s minimal "fitting" required.

One of the most innovative sighting systems I have ever read about was once employed by a U.S. Border Patrol agent in the 1930’s or 1940’s. While engaging individuals of a criminal bent on the border, he realized that the forward end of the shotgun did not provide any practical sighting system of note. Being the forward thinking individual that he was, he resolved the issue by affixing a white bandanna to the end of the shotgun barrel with an upright “bunny ear” knot which was readily observable in the dark hours among the cane brakes and scrub brush bordering the Rio Bravo River. This seemed to resolve the problem quite readily. (This innovative sighting kit can be purchased through any clothing store purveying ascots or bandannas and such.)

- [Hostage Resolution](https://internationaltactical.com/reitz/hostage-resolution/): Years ago when I was still on LAPD, a hostage situation developed in a large metropolitan city. The suspect held the hostage in the typical configuration of a controlling arm about the neck of the victim while positioning himself behind the victim with a large knife pressed against her neck. Field Officer’s had responded and positioned themselves about the suspect and victim. While other events occurred surrounding this incident, a decision was made at some point, to engage the suspect. The Officer’s fired a number of rounds simultaneously, resulting in the demise of both the suspect and victim.

During a break we spent two days in Normandy, France. It was a humbling experience. The day we visited Omaha Beach the sky was overcast and the wind was churning the ocean waves. The tide was low as well and the waters edge was all the way out to exactly where it was when the Allied Expeditionary Forces landed on that fateful day June 6, 1944. I stood at the waters edge and looked back from the sea to the green hills and cliffs that stretch from one end of the horizon to the other. There were few people in either direction. There are no billboards, no souvenir stands, no carnivals and no development, save a hotel and a lifeguard station that rents out beach-sailor’s that fly up and down the vast sands on three wheels.

Low-level light training brings to the table a much different set of problems to overcome than that of bright, ambient light training. The simple fact that targets and circumstances become somewhat diffused and complicated is in and of itself, a complicating factor. What one can readily discern in daylight becomes unclear and sometimes even un-resolvable in very dimly lit circumstances. Whether a suspect is armed or not, the background to a target, the resolution of a target and the illumination of a target become very different when compared to those presented in daylight conditions. You cannot learn this from a book by the way. Years ago, the LAPD dictated that at least two of the twelve qualification courses an Officer conducted on a yearly basis were done on the night combat course.

The shooting was captured on body cameras worn by the Officers. The suspect had taken a hostage in the traditional format of the weak arm around the victim's neck in a controlling fashion. This was in conjunction with a large knife placed across the victim's throat with the strong arm. The suspect's head is in full view from one Officer's perspective. The distance appears to be one of close proximity.

Now these photos do not demonstrate the equipment utilized to effectuate actual SWAT call-ups or hostage rescue etc. We were simply having a blast in attempting to run live fire drills and scenarios (shoot house included) with nominal equipment with not the faintest intention of ever having to do so in the real world. No body armor, no shirts no spare magazines… nothing, save basic weapons and that was it. Make each shot count ‘cause there’s no more when you run out. Someone sitting around during breaks would proffer, “hey I wonder if we could…” and that really was all it would take. Very macho indeed.

These venues of modern communications are constantly searching for the one ubiquitous sound bite that will sum up a lifetime of experience or knowledge. It’s not uncommon for a twenty minute interview to be reduced to a 5 second “on camera” appearance. Believe it or not it can be difficult sometimes to arrive at that one, seminal distilled sentence. The accompanying photo depicts my charges in the cabin known as ‘Coyote Cabin.’ Most of the young men were between the ages of 11 – 13.

In other words, what events transpired prior to the event itself, which led to that precise moment when deadly force was physically applied. This is not an insignificant matter. If it was found in the subsequent investigation that certain actions on the shooter’s behalf led to an unnecessary/unjustified shooting then you will be ‘held to answer.’

- [Objectively Reasonable Examination of a Shooting](https://internationaltactical.com/favorites/objectively-reasonable-examination-of-a-shooting/): Police application of deadly force has come under more intensive scrutiny than ever before. Objective reasoning should be applied when examining an Officer’s actions in the field especially with the benefit of 20/20 hindsight. It is an objectively reasonable examination based on the facts of the case and those specific facts known to the Officer at the time the event transpires. (What is discovered ‘after the fact’ cannot and should not be applied in determining if an Officer’s actions were objectively reasonable in light of the circumstances at the time.) There is a reason that in some cases, what appears to be an unreasonable application of force at ‘first blush’ is found to reasonable when all the facts of the case are brought into play. What can be revealed in a 3 second news sound bite may not encompass all that is known to the Officer(s) at the time.
- [Looking Back: Police Abuse](https://internationaltactical.com/reitz/looking-back-police-abuse/): I did my probation on the LAPD in Wilshire. It is predominately African American. Almost all of my training Officers were, African American. Some of them had grown up in the division. I gained a real appreciation for what they endured not only in society but on the department as well in the 50’s and 60’s and perhaps some of the 70’s. The one thing I never experienced was a racial attitude on behalf of the LAPD Officers towards any ethnic group. We simply did not like bad guys. If you were a bad guy then we went after you regardless of your ethnicity, gender, sexuality or religious preference. A bad guy was simply…a bad guy. I have been accused by arrestees of ‘planting’ things (guns, dope, money etc.) on suspects we arrested. It’s the oldest game in town. No… I did not run around with pockets full of rock cocaine, vials of PCP, balloons of heroin and stolen guns on the off-chance that I could ‘plant’ them on a suspect.

The enclosed example is well-made, precisely engineered and most definitively ‘old school’ craftsmanship. The bore guides depicted are made by T.K. Nollan (http://benchrest.com/barrelsaver/). I came across Mr. Nollan when searching for the best bore guides out there. They are constructed from stainless steel hand crafted, beveled and precise fitting. The heavy duty outer sleeves, and ‘radiused’ ends allow for easy manipulation. In essence they are the Ferrari’s of bore guides.They are for bolt guns only (did not think to ask if he makes them for AR type rifles). They are not cheap as they run about $150.00 or so but they will last a lifetime. Two rod sleeves accompany the main bore guide itself – one for bore brushes and one for patch pushing. If one spends upwards of 5 grand for a rifle it would seem sensible to utilize equipment which will ensure its proper maintenance. He only accepts postal money orders which leads one to surmise that Mr. Nollan is a definitive example of ‘old school’ tradesmanship. The rods came back in one week from my mailing in the payment and I had two sets made…one for 7.62 and the other for 5.56 for the Remington 700 sniper rifles.
- [Police Response to Mass Shootings](https://internationaltactical.com/reitz/police-response-to-mass-shootings/): Within 48 hours of the mass shooting in Orlando, Florida, I was interviewed by multiple news outlets regarding my take on the police response. Whenever there is a widely covered shooting I field a variety of questions, often critical in nature, so Id like to address one of them for you. One individual criticized the police response as being too long (Approximately 3 hours) relative to SWAT entry. So I want to share the following considerations. Note that this is predicated on the limited information available to me as I write this.

- [Looking Back: Surf, Bullets, Beer and Camaraderie](https://internationaltactical.com/reitz/looking-back-surf-bullets-beer-and-camaraderie/): There are bygone eras and there are bygone eras. In ‘Old School’ Metro we had blocks of training down at Camp Pendleton USMC Base. We stayed Oceanside in the Officer’s B.O.Q. (Bachelor Officer’s Quarters for the uninitiated.) Some of us would strap surfboards to the Metro rides or throw them into the Chevy Suburbans and meet at Zero Dark Thirty at the Trestles gate to the base. A six pack of beer goes a long way with an 18 year old pimple-faced Marine standing guard over our Metro rides. The cruisers were never safer… never!!!! Off we’d go to Trestles to catch some tasty tubes before training. Out of the water off to Range 116 Alpha (The SEAL range which cost about six cases of Guinness Extra Stout on my part, which is precisely why I impose beer penalties for safety infractions or blatant stupidity or a combination of the two) and training commenced.
- [The Great Value of a Shotgun](https://internationaltactical.com/favorites/the-great-value-of-a-shotgun/): While carbine calibers are all the rage these days, there are some distinct advantages of the shotgun over the carbine. The shotgun is capable of utilizing a number of differing types of munitions. From less lethal (beanbag) to breeching to birdshot, buckshot, slug and all points in between. In essence one can have a single firearm capable of a variety of problem solving rounds. The benefit to a shotgun that is often overlooked, is that under most normal usage, (even those of you who shoot quite a bit) you’re probably not going to wear it out. The barrel lasts indefinitely, on the 870 the receiver group is solid and a synthetic stock is short of indestructible if made properly.
- [Looking Back: When Real Men Used Revolvers!](https://internationaltactical.com/reitz/looking-back-when-real-men-used-revolvers/): The revolver has its own unique place in American history. Unlike many European countries the States literally cut their teeth on the revolver. Semi-autos were generally relegated to the military. Police departments by and large stuck with the revolver well into the 1980’s. Calibers such as the .41 Magnum were developed for police but never really took off due to recoil, cost and the size of the pistol. The .44 magnum made famous through the exploits of Clint Eastwood as Detective Callahan was simply an unmanageable pistol for just about all police. Just about every department stuck with the .38 Special. The .357 simply had greater velocity yet utilized essentially the same bullet as the .38 special. However even this increase in velocity while welcomed by some was unmanageable by most others and disapproved by many departments.

Now some of you neophytes out there may be handy with the semi-auto but how about when your ubiquitous little bullets are launched from the confines of a carbonized, ordnance steeled cylindrical device manually cycled and triggered at lightning speed such that…”shot after shot was fired so fast…the barrel streamed fire?” Are you handy with the steel? You know iron boy? Slap leather, fan the hammer, drag iron, throw-lead, launch lead pills? This is phraseology long since relegated to the dim dusty past and yet, it was a simpler time (cue soft music) which evoked a kindler (sic), gentler era when hardened suspects stood a fighting chance and when counting rounds may have made some sort of sense.

It requires a much greater attention to detail and is subjected to more scrutiny than ever. On the one hand this is a good thing in that it tends to keep policing somewhat ‘on-line’ and yet it has a concomitant chilling effect on the initiative that is so essential to effective policing as well.
- [Appropriate Analogies: “Ball Bearing with Lips!”](https://internationaltactical.com/reitz/appropriate-analogies-ball-bearing-with-lips/): Many of you may have doubted about the existence of the proverbial ‘Ball Bearing With Lips’ I have oftentimes referred to. A bit of history is called for here. Many years ago while training the USMC Force Recon Platoons down at Camp Pendleton while in SWAT, I overheard a Master Gunnery Sergeant issue the following statement relative to one of his charges, “You could give that Marine two steel ball bearings…place him into an empty Connex box…and…within five minutes…he’d lose one of them and break the other!” In other words…a blithering dolt.

My partner was Tom Garvin, a 17 year plus, LAPD veteran. Tom was African-American and he had been a USMC drill instructor (harder than Woodpecker lips) which tells you a bit about the amount of slack he cut me during my probationary status which was essentially, well, none! Wilshire was predominantly an African-American community. There was a prevalent theme which ran throughout the community during the 4th of July. Many of the blocks had barbeque ‘cook-off’s.’ The entire block would be essentially turned into a block party. Now some might think of barbeque ribs, chicken and tri-tip as a mildly interesting evolution. Not so the case in Wilshire Division.

Unfortunately the events in France are likely a foreshadowing of the future world situation. The guys who conducted the raid outside Charles de Gaulle airport were members of the prestigious GIGN, a group we worked with some years ago. (We have not had the pleasure of working with the police who did the entry at the kosher grocery store.) This is the beginning of a new era of terrorism and a new brand of terrorist. Some will be extremists and some will not. Some will be mentally unbalanced and others will have personal agendas. In a free country the ability to move about without being detected can be enticing to those who would do others harm.

- [The Prevalence of Active Shootings – Don’t be a Victim](https://internationaltactical.com/favorites/the-prevalence-of-active-shootings-dont-be-a-victim/): As I write this post another active shooter scenario is sadly unfolding at a high school in Washington State. So when students ask me which classes they should take and why, I’d have to say the Active Shooter course stands at the top of my list right now. I strongly recommend this class to anyone interested in learning what steps to take in the event of an active shooter scenario and how to recognize warning signs and telltale indicators before they happen.
- [Looking Back: My Time as a Midshipman](https://internationaltactical.com/reitz/looking-back-my-time-as-a-midshipman/): I will soon return to police work in this column, but while I still remember them there are some events which shaped me prior to the ‘force.’ I was a Naval Midshipman at UNM (University of New Mexico). This meant that when it was most unpopular, I was wearing a Midshipman’s uniform to classes with shorn hair at precisely the time that long locks were all the rage. Vietnam was in full swing as were the protests. Back then in 1971, chicks did not necessarily ‘dig’ the uniform to the extent that one’s options concerning this arena could be said to be narrowed down considerably.
- [Looking Back:  The Endless Winter](https://internationaltactical.com/reitz/looking-back-the-endless-winter/): This story has to do with my formative years leading up to the department. As I had lived throughout the world I had many unique experiences. One memory that stands out the most were my days in Marshfield, Massachusetts. I became involved in surfing while in Rhode Island in 1968. We lived on the island of Aquidneck in Portsmouth. We lived right on the water in a cove called Black Point Farms. After my very first session in the water I was hooked, which leads me to the point of the story.
- [Concealed Carry Training](https://internationaltactical.com/favorites/concealed-carry-training/): Our recent Concealed Carry Class that we held in August was very successful and I really enjoyed teaching it. In 2013 our students began to express an increased interest in learning the proper techniques to carry concealed, as they began to catch wind that the local laws here in California may become more lenient towards issuing CCWs. This prompted us to design a class that addresses concealed carry, but not from an administrative process standpoint as so many others do (“here’s what you need to do to get your CCW”), but rather it would be about technique, how to blend in, mindset etc.
- [Looking Back: Life Before I Joined the LAPD](https://internationaltactical.com/reitz/looking-back-life-before-i-was-an-lapd-officer/): This has nothing to do with the LAPD but rather, my experiences prior to joining the force. I attended the University of New Mexico starting in 1971. I had never really been west of the Mississippi. Since I was a fanatic about surfing I chose to land-lock myself so as not to become a permanent surf bum. Hailing from the east coast, New Mexico was a real culture shock. I stepped off the airplane at Albuquerque International when they still rolled up the steps to the plane. The dry heat slammed into me like a blast furnace. Pickup trucks had rifles on racks in the back windows. Cowboys walked around with big hats and even bigger belt buckles. Navajo Indians sat about the terminal, which was about the size of a gymnasium back then. They had hand fashioned silver and turquoise jewelry laid out in front of them. Not having any money, purchasing any of their wares was simply out of the question for me back then. I asked one of the Indians in which direction I should travel to reach the University. This was to prove to be a rather bad call.
- [Troubleshooting](https://internationaltactical.com/reitz/troubleshooting/): Firearms are mechanical devices. Just as with a vehicle they require maintenance, proper care and cleaning. They are subject to breakage and problems. Some problems are shooter induced and some are not. I do not envy the manufacturers of equipment. Imagine the scope manufacturer who receives the ‘out-of-whack’ scope that ‘would not hold a zero.’ Turns out it was not locked down or it was mounted on backwards. “Jeeze that’s far away.” Filthy guns which have not been cleaned will probably not work too well either. Reloaded ammunition does not really indicate the serviceability of a firearm. If the loads are light, double charged, not seated properly or simply of poor quality then the fault lies, in the ammunition not the firearm.

- [Looking Back: The Los Angeles of Old](https://internationaltactical.com/reitz/looking-back-the-los-angeles-of-old/): The three accompanying photos are from the book Los Angeles: Portrait of a City by Taschen. (If you live in the LA area it is well worth the price and it can be found on line.) There are lots of historical tidbits and very cool photos of a bygone era of Los Angeles. It is a really neat book. See if you can recognize many of the modern locations as compared to those of 60, 70 or more years ago. These three photos are priceless. They represent something that once was and no longer is. There is a certain naiveté and innocence in the pictures. Terrorism, mass shootings, rampant gang wars and such were still many years away.
- [Looking Back: Cross Training with Tier One Units](https://internationaltactical.com/reitz/looking-back-cross-training-with-tier-one-units/): Cross Training: LAPD SWAT still conducts cross training to this day with various military special operations units. Initially, from my understanding, the US Marines gave training to the very first LA SWAT members. A group of us would return the favor many years later when we trained the Special Operations Capable Marine Amphibious Unit Force Recon in hostage rescue down at Camp Pendleton Calif. While there is a distinction between a war footing and police work (A rather great one I might add), there are some similarities.
- [The Evolution of Training](https://internationaltactical.com/favorites/the-evolution-of-training/): Before reading this article click here to watch a video clip circa 1943 of US military personnel (possibly Marines) receiving training prior to deployment to the Pacific Theater of operations. It is priceless from my personal perspective. Aside from a few safety violations during the course of instruction it is enlightening. No doubt some of the young men in this class gave their lives some months later when deployed to rather violent confrontations with the enemy. The theories put forth illustrate the mindset and comprehension of combat action in concert with the psychological as well as physiological understanding of the human condition at the time.

It would be intensely cramped, super sweaty, nasty hot and most importantly… very, very offensive to the olfactory senses. We also wouldn't be able to see where we’re going which none of us like very much.

- [Looking Back: LAPD Rookie Resilience](https://internationaltactical.com/reitz/looking-back-lapd-rookie-resilience/): Roll calls when I was a rookie were not much like the roll calls of today. Back then if you came into a division as a raw recruit you were subjected to every insult possible - and I speak from experience. I was a rookie in Wilshire Division along with another classmate of mine. They hadn’t had a “raw recruit” in the Division for quite some time. In roll call we had to sit at the very front row so that we couldn’t observe what was transpiring behind us - objects being thrown at us, some would connect and others would just wisp by. You just sat there and took it… no big deal. Personal insults were non-stop. Any question that came up from the supervisors would elicit a response from the old timers…”Hey, ask the kid. I’m sure he’s got all the answers.” And so it went. My training Officer called me “Junior” right off the bat. It was “Junior… get this. Junior… get that. Junior what is your @%#*& problem?”

- [Looking Back: SWAT Preparations for the 1984 Olympics](https://internationaltactical.com/reitz/looking-back-swat-preparations-for-the-1984-olympics/): The accompanying photo is half of the LAPD SWAT team during the 1984 Los Angeles Olympics. We were divided into two sections. As there were 60 operators there were 30 on one side and thirty on the other. These soon became SWAT 1 And SWAT 2. The rivalry started then and there it was good natured but a rivalry nonetheless. We had a T shirt made which depicted a group of SWAT team characters in action. Over the top of the picture was “For a Good Time Call - SWAT Two.” Don’t know what ever happened to my T shirt but it was tongue in cheek and fairly funny.

- [In Remembrance: Charlie Varga, Sergeant Riverside SWAT – By Scott Reitz](https://internationaltactical.com/news/in-remembrance-charlie-varga-sergeant-riverside-swat-by-scott-reitz/): Some of you out there may remember Charlie Varga. He taught with us for a period of time until a spine injury sidelined him for a while. Charlie Varga was a Riverside SWAT Sergeant and was one of those individuals who comes along once in a lifetime. He truly cared for his men. He strove to make the unit better each and every day. Charlie had a heart as honest and as big as a desert sunrise. If you asked him for anything and I mean anything, he would drop everything to be there for you and by your side. Sadly he passed away last Friday. We last saw him a number of months ago on the range. He was still Charlie and still full of life.

We spent about three weeks there and for most of the trip, we rented a car. This might be the eye opening part of a trip to anyone new to driving through certain parts of Europe. There is driving and then… there is an alternate universe of driving. For instance, there is commuter driving, race car driving, off road driving, test driving and probably many other forms of driving which I’m not even aware of. There is also a rather unique form of driving indigenous to one and only one place on earth.

- [LEO Quals Just Aren’t Enough – By Scott Reitz](https://internationaltactical.com/favorites/leo-quals-just-arent-enough-by-scott-reitz/): We recently conducted training for a Police Department in Massachusetts, and as always I told them that one cannot know when or where shootings or major incidents will occur. This particular department has not had an officer involved shooting since they can remember. Shortly thereafter, the Boston bombing incident occurred, which resulted in one officer killed in an ensuing firefight.

- [Looking Back: The Police Academy of Days Past – By Scott Reitz](https://internationaltactical.com/reitz/looking-back-the-police-academy-of-days-past-by-scott-reitz/): The other day I was remembering my application process to get onto the LAPD. One of the things they had you do was the 'stylus'. This was a metal ring on a pedestal which was connected to a battery. If a piece of metal touched the stylus in any way the damned thing would buzz. They had you run a bunch of laps around the academy track and then they handed you a 6 inch unloaded revolver, placed the barrel through the stylus ring and press the trigger 6 times double action only. If memory serves me the diameter of the ring was about 4 inches. Should the barrel touch the ring the electric connection was completed, the damned thing buzzed and you were packed off to look for a new career. I remember a number of applicants trudging down the hill to their cars never to be seen again.
- [Ammunition… Less CAN be More! – By Scott Reitz](https://internationaltactical.com/reitz/ammunition-less-can-be-more-by-scott-reitz/): For years I have been perplexed when shooters have determined which class they will take based on the number of rounds they will fire during a given period of time. For instance, some classes have advertised that they will shoot 1,000 rounds a day or 700 rounds a day and so forth. First, in order to accomplish this you are more than likely simply emptying magazines into a target and firing downrange at such an incessant rate that little or no thought process could realistically go into it, other than to get rounds out. You cannot be problem solving to any effective degree and you are simply wearing out the weapon system for no good reason. You cannot be changing evolutions to any appreciable degree as it takes time to re-configure a range so that it mirrors realistic scenarios. Not to mention that it is also very costly in this day and age and ammunition is not as easily acquired.
